2: International Employer Survey The second workpackage consists of a major international survey of employers, carried out by NOP by means of computer-aided telephone interviews. The purpose of the survey is to quantify, map and identify the location of work involving the processing of information and the characteristics of the workers involved (including gender, employment status and skills). In order to avoid inconsistencies in the categorisation of occupations and sectors, the survey will focus on generic business activities. Respondents will be asked to describe the location, scale, and characteristics of the workforce involved in a range of different business services and, where work has been relocated, probed about the criteria used in locational choice. The survey will also capture managers opinions about the facilitators, and constraints, costs and benefits of delocalised forms of working. The survey is innovative in a number of respects. Drawing on extensive experience in quantitative and qualitative research on teleworking and the design of labour market surveys, the EMERGENCE team has developed a methodology which, for the first time, captures the full range of possibilities for delocalising telemediated employment within a single research instrument designed for use in a random sample of employers in any country. Initially, 7,000 interviews will be carried out across the 15 EU member states with a further 1,050 in Hungary, Poland and the Czech Republic. Additional surveys will be carried out in Australia, Canada and the United States. |
