7: Report on Implications for SMEs

Because of the critical importance of Small and Medium-sized Enterprises (SMEs) in the economic development process and in the diffusion of ICTs, special attention will be paid to identifying the specific threats posed to SMEs by the delocalisation of information-processing work and the new opportunities opened up to them by these developments. Both the threats and the opportunities vary markedly from region to region and from sector to sector, so there is a need for rigorous analysis to be carried out at these levels. There is also a need for information about the costs and benefits of the various options available for delocalising work (which will, again, differ from region to region) and for replicable models of good practice. This study will focus on the implications for SMEs of the delocalisation of telemediated information processing work. The results will be disseminated not only in printed form but also by means of seminars, conference presentations, media appearances and other activities.
