PHARE, ISPA and SAPARD
These three actions are designed to help the Accession States by supporting their development. There is a close correlation between these funds and the Structure Funds (particularly Intereg III) and this will strengthen throughout the accession process.
PHARE: finance for administrative reconfiguration etc.
ISPA: finance for familiarisation
SAPARD: finance for agriculture and rural adjustment

An excellent place to start for information relevant to Accession States is the enlargement page of the Commission website. It is currently (October 2002) only available in English but it has links to a wide variety of other sources as well as clear information.
Each State has its own information service, but the Commission office below will be pleased to help if you have problems or get lost:
