ISPA

ISPA aims to help Candidate States by

  • familiarising them with the policies and procedures of the Union
  • helping them catch up with EU environmental standards
  • expanding and linking with the trans-European transport networks.

Application procedures are similar to PHARE, in that Member States draw up their own action plans and manage the distribution of funds. Individual companies can tender for contracts as and when these are published through the official journals.
