Developing a regional profile

Step 3 runs in parallel with Step 2: understanding regional development and eWork, as each will inform the other and, together, form the basis for carrying out Step 4: SWOT analysis.

Steps 3 and 4 are potentially some of the most complex parts of the strategic planning process, ie analysing the current situation in which the region finds itself. This is necessary if innovative and forward-looking, but at the same time realistic, plans are to be designed and implemented for promoting the development of the region using ICT and eWork.

There could be up to be four main components in constructing a regional profile. For the first three below, it may not always be appropriate to undertake full surveys due to cost, time and relevance. However, sample surveys could be undertaken, and/or a representative task force appointed to undertake scooping exercises or qualitative assessments, supplemented with statistics where available. Interviews with knowledgeable informants can be a valuable source of up-to-date intelligence.
