Stages in the implementation of a SWOT analysis

The following five stages can be used to prepare a SWOT analysis:

  1. draw up one or more situation profiles of the region in relation to the specific overall goal.: the standard regional and ICT profile, the eWork survey (page 58), the regional eWork push and pull factors, and the eReadiness database

  2. articulate a draft vision, if only as a working concept, related to the situation profiles and what it is the region wishes to do

  3. internal analysis of strengths and weaknesses — building on points from stages a) and b): an inventory of the factors that are at least partly under the direct control of the regional decision-makers, and that will influence the achievement of the draft vision.

  4. external analysis of opportunities and threats — building on points from stages a) and b): a list of parameters of the environment that are not under the direct control of the regional decision-makers, but that will strongly influence the achievement of the draft vision.

  5. taking account of stages b), c) and d) — ie building on strengths, eliminating weaknesses, exploiting opportunities, mitigating threats — list and classify draft goals (see full definition of a goal), ie desirable future conditions which can promote the achievement of the draft vision, some of which link up strengths and opportunities, while others try to compensate for weaknesses or counterbalance threats.

The overall SWOT analysis could usefully be laid out using a generic schema like this:
