Steps in preparing and implementing a strategy

Preparing and implementing a regional development strategy incorporating eWork will help regions prepare an overview of the issues and opportunities they face as they work towards the generation of a self-sustaining society and economy. As this toolkit shows, there are many ways in which the application of ICT and eWork can help businesses to diversify and adapt to new markets, to link customers and suppliers and to promote new trading opportunities.

A strategic approach will provide a starting point in allowing regions the opportunity to identify ICT-related development priorities based on a sound and objective analysis of their needs, strengths, opportunities and resources. Of course, each region has its own particular characteristics in terms of the way people live and work, and the planning of a strategy must take account of the wider development objectives of an area or region to achieve maximum impact.

In the framework presented, the specific role of ICT and eWork is outlined as part of a generalised strategic approach which should be seen more as a structured checklist of important issues and activities, rather than a rigid or prescriptive plan of operation. It is also important to appreciate that each step outlined in this approach, even if it is followed in sequence, can also lead back to a re-assessment of previous steps, as part of a feedback process, although too much of this could lead to delay and procrastination. Firm but flexible leadership is thus required to ensure that real progress is being made.
